Established in January of 2025 by author NH Legaspi, Papel-Papel Publishing OPC is a small press from Cagayan de Oro City dedicated to publishing underrepresented works from Northern Mindanao.

Papel-Papel started out in 2023 as an Instagram profile that specializes in features about books and the inner workings of the publishing industry. The name (pronounced as /pa-pel-pæ-pel/) comes from the Cebuano-Binisaya practice of repeating words to remove the veneer of seriousness around publishing. It later received invitations to give lectures on the editorial profession, encouraging young people to pursue a publishing career path.

The press launched its maiden titles, The Rain Is Different Now: Poems and Illustrations by Adeva Jane Esparrago-Kalidas and Password and Other Works by Abigail C. James during Art Tents 2025 at Ayala Centrio in CDO. Since then, it has been part of various book fairs across the country and continues to promote local literature in CDO and Northern Mindanao.
